Ukrainian President Volodymyr Zelensky States He Lacks Explicit Defense Guarantee from Allies

Ukrainian President Volodymyr Zelensky says European allies have not given him solid assurances that they will protect his country in the event of a new Russian aggression.

"I am asking this very question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on midweek.

These remarks follow a day after Britain and France signed a statement of purpose on stationing forces in Ukraine should a ceasefire agreement to conclude the conflict with Moscow is agreed.

However, comprehensive defense assurances have not been agreed. The US, which has been spearheading initiatives to end the invasion, reportedly did not sign such a pledge at discussions held in the French capital on the previous day.

Details of the Paris Talks

After the Paris talks, which involved some 30 countries that comprise the so-called Coalition of the Willing, UK Prime Minister Sir Keir Starmer said the UK and France would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron later said thousands of troops may be deployed.

Partner nations suggested that the United States would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

The Russian government has thus far remained silent on the announcement made in the city of Paris.

President Putin launched a comprehensive military assault of Ukraine in the early months of 2022, and Russian forces currently controls about 20% of Ukrainian territory.

The President's Evolving Stance

The UK Prime Minister characterized the bilateral declaration as "a vital part of our dedication to stand with Ukraine for the long-term".

He continued: "It establishes the pathway for the juridical structure under which allied military personnel could operate on Ukrainian soil, securing Ukraine's skies and seas, and regenerating Ukraine's armed forces for the years to come."

The Ukrainian leader praised that accord as a "huge step forward".

Twenty-four hours afterward, however, he seemed more cautious.

"I see the will, the political will, and that the allies are prepared, and the allies are willing to give us robust economic measures, strong security guarantees," he said when questioned if nations in Europe would come to Ukraine's aid.

"However, until we lack such binding security pacts - formally ratified, supported by parliaments, backed by the U.S. Congress - this question cannot be answered. And even if they do, you still have to rely first and foremost on your own strength."

Persistent Challenges and Fighting

Negotiations in Paris were also notable owing to the presence of US President Donald Trump's peace envoys, Steve Witkoff and Jared Kushner.

One envoy stated the participating countries "mostly completed" their work on agreeing security protocols.

Last week, Zelensky said a peace deal was "90% ready".

Territorial concessions and security guarantees have been at the center of outstanding matters for diplomats.

Putin has repeatedly warned that Ukrainian troops must pull back from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to end the war.

Zelensky has so far ruled out ceding any territory, but has suggested that Ukraine could withdraw its troops to an established line - but provided that Russia did the same.

Russian forces currently controls about 75% of the Donetsk region, and some 99% of the neighbouring Luhansk. The two regions constitute the industrial Donbas region.

It has been intensifying attacks against cities in Ukraine - with a focus on energy infrastructure. Moscow is also achieving incremental advances in capturing more Ukrainian territory.

Ukrainian forces have retaliated at Russian targets with unmanned aerial vehicles, albeit with more limited success.
