Sheff Wed Confronts Major Issues, Declares New Football Authority

'We will play a key role in football's future' - independent football regulator the regulator's chair

The team's current difficulties constitute a "serious issue" and the independent regulator is aiming to acquire authority to look into club affairs in similar circumstances, its new chair the official has announced.

In a wide-ranging interview, Kogan, who was appointed on Monday, expressed "sympathy" towards supporters of the Owls.

Kogan met with four supporters' associations associated with the Championship side in recent days.

The Championship side have been experiencing difficulties in multiple areas in this season, with the club delaying salary disbursements on multiple instances, including in the autumn.

"Obviously the club has become a significant problem for EFL and a substantial concern for English football," the chairman stated.

"Sheffield Wednesday is one of the iconic names for football in England and this week we have met supporters' organizations.

"We are seeking authority... which will permit us to bring Wednesday and comparable cases submitted for our review if they warrant scrutiny and addressed."

Financial Struggles and Ownership Situation

Wednesday's embattled owner the current owner suggested earlier this year he would be prepared to relinquish control at Hillsborough, but he has not been able to secure a deal with potential new owners.

Missed wage deadlines on time in spring months caused limitations by the English Football League (EFL) in mid-year, stopping Wednesday from completing any recruitment activities for the following recruitment periods, although that restriction was lifted in late summer.

Official's Viewpoint

The regulator explained: "Our role exists to serve the Owls followers, Bury or any football club where supporters are loyal to a community organization that has been part of their lives in many cases.

"I fully appreciate the club's situation, as I do for every team that in modern times have encountered failure, or been close to going to the wall, for causes separate from the supporters."

Questioned about whether the regulator could force an owner to sell a club if they are deemed unsuitable, Kogan said: "When asking whether 'would we intervene in the final instance?', the answer is once we assemble the facts and know what's going on, we will."

But Kogan stressed that requiring chairmen to relinquish clubs would be treated as a "last resort" and the oversight body would choose to collaborate with owners.

"Our least desirable course of action is commence engagement with an individual club, an specific proprietor, without being able to work with that owner to try and resolve the issues that the club's facing and the chairman's encountering," the chairman stated.

"But the truth is, when you look back over the history of the sport, over the recent generations there have been certain proprietors, not many, but some who have been irresponsible in the way which they've been managing their teams and eventually refuse to accept accountability for the coming years."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to detail the scope of the authority recently and stated it constituted a "progressive gathering" with a "substantial involvement" from the grassroots to elite level.

"It's a job that's actually really important, because should mistakes occur, if the football community fails, the significant advances achieved necessary will vanish swiftly," the chairman stated.

"Such an outcome is universally undesirable in the realm of domestic football is a huge success story - we've got to keep it going.

"Substantial financial resources flowing into the game and has been channeled for the past two decades, because certainty is lacking it will continue to come into football, which is one of the reasons why I think we have to maintain a focused outlook on challenges and obviously, of the immediate future."

Top Flight Apprehensions

The Premier League opposed the creation of a regulator because of concerns about detrimental effects on the Premier League's sporting equality, but Kogan said: "I completely endorse the prosperity and expansion as an economic entity of the Premier League.

"Being fully aware of the concern of undermining the Premier League as a premium product of England. But concurrently, if you engage with division representatives after today's meeting, they would have had a substantial amount of confidence -and, actually, they have been advising us privately they have a considerable comfort."

Political Connections

Kogan is still facing a "comprehensive investigation" by the Commissioner for Public Appointments after he acknowledged providing funds to the opposition group in 2020.

The chairman contributed funds to government minister Lisa Nandy's leadership campaign, along with that of the current Prime Minister.

"I have fully disclosed my previous political affiliation [with Labour], and that party membership ceased the day the select committee approved my appointment," the chairman stated.

"I currently have no participation in any sort of politics."
